Abstract

The Model State Idling Law was the result of the National Idle Reduction Planning Conference held in May 2004 in Albany, New York. The goals of the conference were twofold: (1) Develop a model state idling law for states to consider adopting that would foster greater compliance through common understanding of the requirements and ease of implementation; and (2) Raise awareness among the trucking industry, states and environmental groups about diesel emission reductions. The model law is not being promulgated by EPA. Rather, EPA acted merely as a facilitator on behalf of the federal government to encourage participation by the trucking industry in the development of idle reduction laws.
