Abstract

This report summarizes the discussion about plug-in hybrid electric vehicles (PHEV)held at the U.S. Department of Energy on May 4-5, 2006 at a meeting of more than 120 experts representing the sutomotive and electric utility industries, national labs and academia. Conclusions reached included: The technical merits of PHEVs are clear in the area of fuel economy; the technical challenges are substantial, significantly in the energy, life, and cost of batteries; the technical merits of recharging with off-peak electric power were clear; the technical challenges for the electric power grid are manageable; fuel economy, rather than all-electric range (AER), is the key metric for mass market consumers; and participants expected the Federal goverment to set policy, support pre-competitive research, act as an information source, and minimize market barriers.
