Alex Economou

Alex Economou is the Director of the Central Coast Clean Cities Coalition (C5) and works as the Planning Division Manager for the Santa Barbara County Air Pollution Control District (SBCAPCD) in Santa Barbara, California. Economou has been involved with C5 since 2015 and became the coalition's director in 2020.

In addition to co-directing the Central Coast Clean Cities Coalition, Economou manages the SBCAPCD’s Planning Division and oversees the following programs: Air Monitoring, Clean Air Planning, Emission Inventory, Grant and Incentive Programs, Rule Development, CEQA and Land Use Review, Community Outreach, Mobile Sources, Community Advisory Council, and School Programs. He supports several ZEV planning and outreach efforts on the Central Coast and is a member of the Electric Drive 805 Steering Committee. Prior to working for the Santa Barbara County Air Pollution Control District, Economou served as a CivicSpark AmeriCorps Fellow in San Luis Obispo, building capacity for the cities of San Luis Obispo County by helping implement their Climate Action Plans and reduce GHG emissions.

Alex has dual Bachelor of Science degrees in Environmental Studies and Business Administration from the University of Oregon.

Sydney Rouse

Sydney Rouse serves as Co-Director of the Central Coast Clean Cities Coalition (C5) and works as an Air Quality Specialist for the Santa Barbara County Air Pollution Control District (SBCAPCD) in Santa Barbara, California. Sydney became Co-Director of C5 in December 2022.

In addition to co-directing C5, Sydney manages the SBCAPCD’s Clean Air Grants for Infrastructure, On-Road, and School Bus incentive programs and the SBCAPCD’s Clean Air Ambassadors Program. She supports several clean transportation planning and outreach efforts and is a member of the Electric Drive 805 Steering Committee. Prior to working for the SBCAPCD, Sydney served as an Environmental Communications Specialist for a local environmental consulting firm in Santa Barbara, focused on natural resource management, planning, and monitoring.

Sydney graduated as a student athlete from the University of California, Santa Barbara, with a Bachelor of Arts degree in Environmental Studies and Professional Writing Minor in Science Communication.
