Pete Polubiatko has been the coordinator of the Norwich Clean Cities coalition since 1995, when it was designated by the U.S. Department of Energy. In 1995, the Norwich City Council choose to have the municipally-owned utility manage the coalition and the role of coordinator became one of Pete's responsibilities as electric division manager. Polubiatko currently shares his time between construction management for the Norwich Community Development Corporation and Clean Cities.

Polubiatko began his utility career as an apprentice lineman in 1968 after discharge from the U.S. Army, having served two years in Germany. He worked in several capacities at the Norwich utility while studying electrical engineering.
